Does your daughter talk? We have been through exact same problem although with our oldest son....and unfortunately believed in his old paeditrician....
Our youngest son who just turned 2 talks alot and never had any hearing problems. Our oldest son who now is 4.5 years old had alot of liquid trapped behind the eardrum (tested to be severe hearing loss)
I would recommend the following to be done asap:
1. Hearing test - Phonak Hearing Center - they have a clinic in Central and Tsim Sha Tsui - try to setup time with Dr Kam (center Director) their test consists of interaction with your child + computer test.
2. ENT Doctor visit
Can recommend Prof. Andrew Van Hasselt (Prince of Wales Hospital/Sha Tin) and Dr. Hui Yau (Central) all depending your location
