I'd like to start a herb window box. Where in HK can I get herb seedlings or seeds? eg oregano, basil, thyme, rosemary etc

All over. You could go the the Flower Market, they have a huge collection. On sundays on Star ferry pier , central , there is an organic veg market, they sell herb plants.

I hasn't any knowledge regarding where you can get the herbs in HK but i have very huge knowledge regarding the herbal tea or herbs. Herbs have lots of health benefits.
