Hi BB, Can you be more specific with what happened. Do you mean you had a traffic accident, or you were caught speeding etc? The police asked you to pay them directly? Or they asked you to settle the dispute with the other party?

BB do you mean that you were asked to settle a traffic accident on the spot, rather than go through insurance? It is quite common for this (if this is what you are referring to), and this method is not limited to Asia. Less hassle, and it can save paying a higher premium as well as any excess for the claim. Its only natural that the insurance company would wish for you to go though them with the claim ($$$).
Anyway, hope it all turned out well for you in the end!

If there was a traffic accident and no one was injured then the twp parties can settle the matter bewteen them without the Police taking prosecution against the party at fault. The cost of repaurs is paid directly to the innocent party without Police collecting. If you were wrong and don't settle then you will be prosecuted, fined, get demerit points and still have to pay the damage costs. Stop being pedantic. If you were wrong then you have a choice pay compensation or be prosecuted. If the amount is higher than the excess for your insurance then consider going through insurance but you will lose NCB. If it is lower then the excess then pay out of your pocket. By settling it saves the Police resourses in dealing with a trivial accident.

You need to be a bit more specific - who are you paying the money to ? And Why ?
Here are some scenarios -
1. Paying money to someone after you dinted their car, i.e. settling this out of court
2. Paying a fixed penalty notice to the Govt to settle a matter that would otherwise go to court (e.g. speeding fine)
3. Paying money (with no receipt) to a police officer who keeps they money for himself to prevent him from reporting a crime
1 & 2 are not bribes. 3 is a bribe.
Assuming it's a minor traffic accident, 190K is correct - much of the time it's better the settle out of court.
If it's really a bribe, contact the ICAC who would love to hear about it.

You can't equate HK with China on the corruption front. ICAC has done a good job and still is. Chalk and cheese

Police officers in many European countries also "do buisness" the same way... especially with traffic infringments.

Boston Bob, you obviously haven't been living in China and HK for very long.
HK is *completely* different to China in most regards, and corruption is no exception. I could give thousands of reasons why but when it comes down to it China and the US have a lot more in common than China and HK, especially when we talk about corruption.
