Hi, we are flying to Cataclan (Baracay ) from HK. We have a 2hour 15min stopover between the HK- Manila flight and the Manila - Cataclan flight. Is this enough time to make the flight? We are traveling with Cebu Pacific.

Last month we did the same thing. We only had 1.5hrs stopover, and ended up missing our connecting flight due to our first flight from HK-Manilla being delayed. The people at Manila were very helpful and they rescheduled our connecting flight for nothing due to it being thier problem.
I think 2hr15min should be plenty of time in the case that your HK-manila flight goes according to plan.

Unfortunately we have to check in luggage as we're travelling with a toddler (plus my kiteboarding gear :D )

We had to transfer 2 weeks ago in Manila and well, it's not very smooth. We had 1 hour 50 minutes and although we were flying PAL, we had to change terminals, basically meaning you book 2 different flights, everything from scratch and a taxi ride through Manila to go from T2 to T3. On the way back our incoming flight was late, missed out connecting flight and spent 4 hours in Manila waiting for the last flight back to HK. However, Cebu Pacific flies from T3 so you don't have to worry about the terminal transfer but you still need to get through customs, pick up your luggage, go outside, line up again to enter domestic terminal, check-in, line up for airport fee (in PHP only), line up for security, etc. There are lines everywhere in Manila. In February we spend one hour outside for security before entering the terminal building, let alone the other lines. However, this time, lines were not too bad ... but still, it's not a very smooth process. It's like doing everything all over again. But Cebu Pacific is at least your best bet because of T3 (which is the nicest one anyway).
