Motorcycle passenger age/size limit?

I'm wondering if anyone knows what the motorcycle passenger age limit (or alternatively size limit) is in Hong Kong.

I've seen some kids about 9-10 on the back of bikes but don't know if this is legal. Have also heard 12 but don't know if that source is reliable.

The Transportation Department website has not been helpful.

Many countries have laws stating the person must be able to have their feet firmly on the foot pegs.

You must not carry a passenger under the age of 8 unless he/she is carried on a fixed seat in a side car.
