Almost every night when I walk my dogs with my sister, there is this Indian man that watches us walk home.
He wears the same black track suit every day. This has been going on for about two or three months.
He'll move to different corners of buildings to have a better view of us going into our building. Sometimes he even paces around in his usual spot with a drink, as if he's waiting.
Am I just being paranoid about this?

Maybe he is stalking you, but is he breaking any law?
Maybe you and your sister are easy on the eyes, stylish, etc., or maybe he likes your dogs!
So many possibilities. What you can do is change your pattern of activities; that is, change the time you walk your dogs, change the area/location where you go (if that's possible), etc.

Punter, whilst this maybe the sensible thing to do, I don't know why this lady and her sister should change anything. Carry on as you were, there is no harm in reporting the issue to the police on the grounds of fearing for the safety of you and your sister, especially if he is drinking. At least this way, if anything did happen (not saying it will), the police will have previous reports as evidence. Good Luck on this.

Police would not do anything with it.
Why not have the same male friend come with you and amicably approach him (as if asking for directions). Then, ask him that : u noticed he's watching you for months. Engage him in a non-confrontational short conversation, enough time to have a second friend shoot a picture of him.
The stress caused is important to you. Take step to stop it.
