police/CID in civilian clothes.

Hi

I just want to ask police /CID or others in civilian clothes do they have right to stop you and check your ID card. As I know most of the time it is police in uniform who do the ID checking. What does law says about ID checking by others.

A uniform does not make a police officer, a badge does.

Of course, no right without identification. They would normally have a card around their neck if their were some kind of incident or a raid. Failing that, they would show you unless they were in the presence of a uniformed officer perhaps.

If you doubt the identification shown to you by the person claiming to be a police officer, you just phone the police and ask for a uniformed officer. Say something like, "I intend to cooperate but I'm not sure about the identification you have shown me. There are a lot of scams in this town etc." Instead of phoning 999, you can now get an app with all of the HK police station numbers.

It makes no difference of the powers of a uniform police officer or a plain clothes police officer. But before a plain clothes police demand proof of identity, s/he has to produce her/his first.
