Government out patient clinic

Hi, need some advice on government out patient clinic. My husband and I don't have insurance. I have a permanent HK ID card and he is on a dependent visa with HKID card.


Can my husband use the government out patient clinic and pay "local" fee if he is not feeling well and needs to see a doctor.


He is having some trouble with his ears. He feels like he can't hear. He paid to see a GP who told him that it's due to sinus. He is suffering again and would like to get it checked out without paying $700 and ideally get a recommendation to see a government ENT specialist.


Please advise if best to go to an out patient clinic or go to

Hospital directly?

He can ask the private GP for a referral to a specialist clinic at a government hospital.
