You also could buy a phone that clearly states it's unlocked. Some people purchase various types of software online or make changes, edits, and tweaks to the software in the phone to unlock cell phones that come already locked. The changing of the software in the phone now is illegal. You can't unlock your cell phone. And getting the carrier's permission in writing is very difficult due to the new law and also the copyright. You can refer to the Digital Millennium Copyright Act (DMCA).

The updated information is.....It is now legal to get our phones unlocked from third party unlocking services in U.S.Recently, I unlocked my mobile .I had to travel outside my country and I had to unlock it very quickly.My network provider prolonged the unlock process...and luckily the amendment of unlocking phone made legal saved my time.I used the service from http://www.prounlocking.com/supported-phones/rs8wp7/ and removed the network lock very easily.They unlocked my phone within few hours....
