Do I need to make the rest of the payment?

Hello there, I need some advise from you guys...

I was going to renovate my shop to get a food license last year. So I looked around and got a contractor to help me get a lisence and I made a deposit of 10k hkd (the whole package is 30k after license obtained). But due to few reasons I dragged the process of renovation from last year Sept until now mainly because I did not have enough money. So I finally decided to drop the whole deal because I couldn't afford it.

So my question is do I still have to pay the rest of the money (20k) to the contractor, which whom helped me send in papers and documents to health department by law in Hong Kong?

Thanks in advance.

There isn't really a contract written, all verbal.

How much do you think you owed the contractor ? How much are you prepared to pay the contractor ? Unless you simply don't want to pay at all, give the contractor an offer and see.

Supposely the whole deal is 30k after lisence recieved. So 10k upfront, and 20k after it done. I sort of got the idea of canceling the renovation to him, and I believe he wanted the rest of the money.
