Claiming that 'only a tiny fraction of the population owns a car' is questionable. By percentage, private vehicle ownership maybe lower than other large cities but the number of cars owner for the amount of space may counter that. Are there any stats available to show private vehicle ownership against the adult population? e.g. http://www.censtatd.gov.hk/FileManager/EN/Content_807/transport.pdf
Secondly, drive-thru might not work for other reasons. Take for example the queues that form outside car parks or the shortage of space in built-up areas. In fact, folks might like the novelty of drive thrus.
Perhaps it is easier and cheaper to serve punters on foot because less space is required.
