selling defected units

hi!

can anyone knows what to do for this man selling defected units here in asiaxpat and to the other site? few weeks ago my friend bought a laptop to this chinese man and he said the laptop is in good condition.but when she got home she try the dvd player but then its not working. so she called this man and said its not his fault anymore. then this sunday 12th of may 2013 I bought a laptop then I tried I check its ok but when I turned it on again after I he left its error already and I can't open anymore so I called him and he said its not his fault anymore coz he show me its working. this guy is the same guy my friend bought her laptop. should I report to the police so buyers won't experienced what we experience? opinions are welcome to this post. coz we are working so hard for that money and we ended up wasted. thank you very much! god bless!

yes I did. now I am reinstalling the OS then when its done its working but then when it's restarted it turns error again. I already done reinstalling and its the same result. when I called him he don't answer anymore and he said he will report me in the consulate. maybe I was assuming he already knows that by the time I open the unit after I pay its won't open anymore.

yeah right.. some people are so greedy and they don't have conscience.. hope they can still sleep at night..
