Please give me some advice.
I live on 2F village house. Neighbours live on 1F.
They keep 3 aggressive (chipped) dogs that usually live outside. The owner will sometimes bring them inside if hot or raining, even though we have complained in the past.
Last Fri. my pregnant partner came home and one dog was inside. It bit her on the leg but didn't cause bleeding. Silly of us, but we didn't get a medical report or go to police then as we wanted to try and talk peacefully first.
As it turned out, neighbours refused to listen to us and continued to keep dogs in stairwell. I cam home on Tue afternoon and dogs growled and barked so I called police and filed report. Police came, talked to neighbours but concluded they couldn't legally force dogs outside. I couldn't see why.
I went out and came home later. Male neighbor blocked stairwell and abused and swore at me. Stood very close and blocked my path and pushed into me as I tried to move past. He also swore and abused my partner calling her a Fxxxing bitch, etc. I could feel he was trying to get me to hit him to bait me into assault.
He then called police claiming I punched him (absolutely did not). Police arrested me on common assault and I charged him with assault as he blocked and pushed me.
Both went to Police station, fingerprints, photos, released on bail and I am to return on Monday to give statement. Back at home dog still inside.
I have taken photos and video of dogs barking, acting aggressively and in the stairwell.
I appreciate any advice. I know I should contact a lawyer. I sent 1F a note saying we're prepared to move out if charges are dropped and will not see them ever again. No response.
Do you think I should try a case against him? After all I filed a report of dog complaint first, dogs endangered my pregnant partner, and photos and videos of dogs aggressive behavior.

Adolf, the dogs are definitely aggressive. I have photos and videos of them barking and growling and they have attacked other dogs and bitten other people in the village. They are cowardly too though and will usually but not always back down if you confront them 1-on1. They are defending their territory which I can understand, unfortunately their owner won't train if they threaten someone or agree to keep them outside in kennels.
I actually love dogs and would be perfectly happy if they were outside. BUT, they have bitten my partner and threatened me which is the line of safety I draw.
I'm seeing a lawyer to resolve the matter. I just want safety and can't believe I was arrested. Thanks for your advice so far.

You can buy an electronic dog repeller, it emits a low frequency sound inaudible to humans, but unplesant if you are a canine, I got one in the US, to deter dogs in my village, it works a treat, you can also download a dog repeller app, for I Phone, free of charge, not sure how effective it is though.
Another option is to get your own dog, I have an English Bull Terrier, a very nice natured and passive animal, until provoked by impolite canine cousins, he hates the village dogs too, I just haven't had the guts ro unleash him yet, but there is no question that he would make small work of them.

Adolf, I have been around dogs all my life and understand the difference between an aggressive and non aggressive dog. These dogs are territorial, and if you enter their 'territory' they will defend it will barking, growling and close enough, a bite. The neighbor keeps these dogs in a tiny confined space so that my partner and I must physically step over the dogs. We enter their space, they react with a dangerous action.
I'm not blaming the dogs, I blaming the owner. No responsible action to train, keep dogs in kennels, stopping dogs chasing people or other dogs, postman, PCCW staff, etc. Disgusting, irresponsible behavior. I hope you train your dogs? Sounds like you probably don't if they are a threat to strangers.
I've seen a lawyer, I'm moving out, I've done all the good neighbourly things and if they want a battle I have video and photo evidence and strong court case.
WM- I would love to have a dog. The downstairs dogs attacked another couple's dogs last year and nearly killed it. I can't risk putting my own dog in that situation.

Moving out is the right choice. Personally...I would have done things a bit different...a biting dog is reason enough to kill it....and if the owner has a problem...then he's welcome to touch me...and then we'll have something to give the police something to investigate... A dog that bites is an invitation to be stepped on. You can train a dog..but that's not my responsibility...there are bad dogs..and there are bad owners...

Had a neighbor (another country) with difficult dogs..they wouldn't stop barking and clawing at the back fence. Bought one of those pest electronic emmitters. Set it at the level that it had for racoons and squirels...(basically it emmits a high frequency pitch)...left it aimed at the fence and on all day/night.
Never ...I mean Never...had a problem with those dogs again...they didn't like coming out of their house..hahahaha....owners moved within a year anyway...but hey...two wrongs don't make a right...but I slept better...that's got to count for something...
