Kowloon City has many Thai stores where you can get anything you need for Thai cooking

Head over to Stone Nullah Lane, Wanchai. The part closer to Johnston Rd. There is a small wet market on street level with a couple of Thai stores. If you browse around the market you can also find a couple of stalls that sells all kind of fresh herbs and other Thai spices.

If you're anywhere near the escalator in Central then head to Graham Street market, where there's a good little Thai shop selling fresh produce that seems to get stocked daily. The fridge is usually full of Thai herbs, chillies, pandan leaves, lemon grass, green mangoes, etc. etc. and you'll also find palm sugar, curry pastes, shrimp paste, fish sauce and just about everything you should need Thai wise. It also sells takeaway hot food.

If you're coming from Lyndhurst Terrace, walk down the hill toward Queen's Road, cross over Stanley Street, and it's a few shops down on the right. Look for the (blue?) shop sign in Thai script.

Some of the market stalls and shops in the street/s around there also sell holy basil, lemon grass, baby aubergines etc.
