Would it be enough to have a C/O address in Hong Kong to apply for permanent HKID?

My comment- from someone who is a. A Permanent Resident B. A sponsor for my husband, i.e. had to satisfy Immigration requirements for that...
All the questions you have can easily be answered by dropping into Immigration Tower and standing in the Information Line for 5 minutes. They will easily answer your queries and give you forms you need. Don't make things more complicated than they actually are. No need special advice, lawyer's help etc. It costs nothing more than a bit of time and a few hundred HK $ to sort things out. It is likely that you will have to show proof of address which is needed for- apply for a bank acc and even a mobile phone acc....so I'm certain it's a basic Immigration requirement.

I, my wife and my daughter just got PR having lived here for +7 years. I did it on my own and we didn't have any problem at all in the whole process of application, validation and issuance of ID cards so I believe it is not a complex process but I spent fair amount of time reading the relevant guidelines and putting together the necessary documents (and a couple of HKD for post). Recommend you visit HK Immigration dept web site and read "Right of abode" section (or Google HK permanent ID and you can see links direct to the section) and one can do this on his/her own.
