Hi, can someone please share some advice. I just received my Permant ID confirmation (been in HK for 7years) today on a piece of paper and won't receive my new HK permanent ID card until 2 weeks later.
My issue is I wanted to purchase a property today and called the Stanp Duty office to receive confirmation that I won't be charged with the 15% stamp duty fee since I am just holding this HK paper ID.
Unbelievably no one from the Stamp Duty enquiries call and a personal visit to their office on level 3 , Revenue Tower can answer my query!
Anyone can share any advice but really I hope to receive a response from the stamp duty office though they said they will get back to me with a formal response in 7 days however by this time I am 100% certain the property would have been sold by then

You are a PR. You have the temp ID to prove that. Your new ID card will also show that date. So what's the problem?

Too scared of the 15% tax of course. Scared that he might not yet be a PR. To me, it's a none issue already!

Sorry to deviate from the OP but I feel for you SH, the Govt had good intentions but got it wrong again IMHO. Tthey should have put the 15% stamp duty on the seller. That way people like you and new people in HK who want to buy and live in HK dont get penalised. If you are not PR and buy a place then fine if you are not PR when you sell it then pay the 15%. The present method again takes genuine home builders out of the market.

That's a very nice idea 190k. (In effect it's capital gains tax - but for non-PRs only).
For the OP, I firmly believe that you shouldn't sweat this one out. You're already a PR. It's not the plastic ID that makes you PR you know.

Punter, you lose yur PR if you leave HK for a continuous period of 36 months or more or if you did not return to HK within the first 18 months of the handover.Your PR status is certainly not permanent

But look at the OP's problem, it's not about leaving HK but he just got his PR status and in his hand is a paper ID. He's wondering if he's going to be charged the 15% SSD if he's going to purchase a property (because he doesn't have the plastic/smartcard ID).

If you have a Hong Kong Permanent Resident Temporary PR card.,…it is based on a determination that you are a Permanent Resident and that has already been determined…therefore you do not pay the ridiculous 15% anti-business, anti-HK ‘free-economy’ stamp duty…
