Our new daughter should be born in about three weeks time.
Will she be british or chinese or both?
Can she claim a normal British passport as well as a permanent HKID card?
Is it a long process?

Your daughter will definitely be able to claim a British passport. She will also get a HKID card when she turns 11. In order for her to obtain a permanent ID card, it won't really be permanent unless she claims her adult HKID card shortly after her 18th birthday. All depends on how long you plan to stay here. You are I assume a British citizen born in he UK? Then your daughter will be eligible for British passport, HKSAR passport and permanent HKID card. However she will only get an ID card if you apply for the HK passport. Permanent resident status will be shown on the birth certificate.

Your child, IF you or your partner is a permanent HK resident, is eligible for right of abode, meaning that you can get a specific stamp in your childs passport that allows you to avoid having to go through the dependent visa route where you have to keep updating the visa every number of years.
Yes, your child is eligible for a Brit Passport. I don't think the permanent resident status will be on the birth cert, but be sure to arrange for it to be in the passport once you apply for one.

There is an area on the birth cert that does say PR is Established. If the wife is an a HK Chinese PR then well worth the $180 to get a HKSAR passport and ID card. Saves getting and endorsement in the UK passport and makes them eligible for a China Home Return Permit.
