Who does and does not have to pay an additional 15% tax on property purchase? One estate agent told me that anyone with a permanent HK ID card was not subject to this tax. Another one said the ID card must have the three stars on it, otherwise you have to pay the 15% tax. Does anybody know?

The Buyer's Stamp Duty is an extraordinary measure introduced effective from 27th October 2012. Properties acquired on 26th October 2012 or before will not be affected.
The Buyer's Stamp Duty is applicable to residential properties acquired by any person (individual or corporate) except a Hong Kong Permanent Resident. Other buyers, including local and non-local companies, are required to pay the duty at 15% on top of the existing stamp duty.
