Our neighbours sold their house and the new owners are renovating it. Are they allowed to work in the house, meaning making lots of noise in the evening time and during the weekends? What is the law in HK regarding renovation hours? Thank you.

Thanks Foth... I guess we will have to tolerate! It is the owner doing the renovations. It is a shame... Can you believe that we have to deal with this until late in the evening and every day of the weekend including Public holidays? This is part of being an expat isn't it?

At least you have a house beside your house. We have a shanty that has been errected on the wall of the fence to our house.

the epd (environment protection dept) regulates noise for the HK gov.

The noise control ordinance for 'neighbourhood activities':
Controls annoying noise (a) between 11 p.m. and 7 a.m. and all times on holidays;
General Construction Work ordinance:
Controls construction noise from (a) the use of powered mechanical equipment; and (b) the carrying out of certain noisy works in designated areas, between 7 p.m. and 7 a.m. and on general holidays, by construction noise permits. Director of Environmental Protection issues permit in accordance with two relevant statutory Technical Memoranda.
So... the general construction ordinance suggests 7pm is the cut-off, but seems like only for 'permit issued' work.
On the website it says that your building may have a resident / management agreement about renovation hours - which all owners & tenants have to abide with. check that out...
At the very worse - at least now you know that PUBLICH HOLIDAYS are QUIET DAYS!!! go bang on their door & tell 'em.....
(can understand the problem though - they probably work 9-5 & trying to improve their home. You're trying to sleep during normal hours!).

I thank everyone who replied to my concern regarding the noisy neighbours... Thanks to CCCMN for the details. Really appreciate it. I was out of HK on a business trip. As for FOTH, I am not suggesting that the neighbour would keep different renovation hours if I were local, I am suggesting that as a non-local, I have to live with the local habits. For HKgers, making noise at 11:00 PM is not a problem, for a westerner, it is rude.

Had constant renovation noise...felt like they were drilling directly into my head. Oh, it seemed to be neverending. All hours during weekdays and early Sat.& Sun mornings! ARRRRRRRR!!!
Called management several times...didn't work. So I called the police. Happy Valley PD are quick. Came & stopped the noise within 5mins.

My neighbor started using a mechanical drill on Sunday afternoon, ruining the nap my wife was taking. I went downstairs and complained to management. Manangement was and remains toothless, but the owner apologized in that insincere way when I banged on her door. She said just ten more minutes. I told her she couldn't use the drill on Sundays. As soon as I go back to my flat, the drilling begins again. So, I open my window and start screaming at the worker perched outside on scaffolding one floor below me. That finally stopped the drilling, but it's neverending.
Daytime noise and construction dust is pretty bad, but the worst though is when someone starts hammering at 6am in the morning. At that hour, it is impossible to figure out where the noise is coming from. This was happening on a regular basis for two weeks. UGH.

tsuiwah, i called the police on a Sat. afternoon. I explained my situation and he told me no residential drilling on WEEKENDS. That's all. You could call the police and ask. I also suggest calling your management first with your complaint then call the police if the noise persists. This way should the noise suddenly stop when the police arrive they know you weren't crying wolf.
I wouldn't bother with the owners. Nothing scares them more than the police. I once had to suffer through drilling noise at 2:30AM!!! By the time I found management the drilling stopped.
No matter where you move or when you move this drilling follows you.
