Well, if you are talking about monthly plan (because you can just buy sim cards at 7-11 and add on the value), I think One2free's plan is quite cheap.

I just renewed my contract recently and compared Smartone and 123's as both their reception is good. 123's is 10 dollars cheaper than Smartone's and has more minutes.
