38. For a sponsor who is a Hong Kong permanent resident or a resident who is not subject to a limit of stay (i.e. a resident with the right to land or on unconditional stay), the following dependants may apply to join him/her for residence in Hong Kong:
his/her spouse;
his/her unmarried dependent child under the age of 18; and
his/her parent aged 60 or above.
39. For a sponsor who has been admitted into Hong Kong to take up employment or study, or who is permitted to remain in Hong Kong as a capital investment entrant, the following dependants may apply to join him/her for residence in Hong Kong:
his/her spouse; and
his/her unmarried dependent child under the age of 18.
Therefore it appears your work visa does not allow for your mother to join you till you have made PR status.

BTH PDQ, why not get her to come on a toursit visa and then visit Macau every time it runs out?

This is my personal experience. 5 years ago, my husband (on a HK work visa) applied for his parent's dependants visa and his application was approved. It took a couple of visits to the immigration, producing all sorts of documents, even a small argument with the officer. But in the end he got it. Since they do everything on an individual case basis, it's worth a try. A close friend of mine on the other hand tried to get her mother's dependants visa but it was rejected because she told them her mother was still working. So if your mother is retired you could try.

so I guess if your mother is retired and over the qualifying age you have a better chance.
