After going to my 'usual' adult passport photo shop on Stanley Street, that I have used for 10 years.... they told me they did not do baby passport photos... I then went to every shop and they all directed me to...

In the Central Market walk-through - between the bottom of the escalator and the Heng Seng Bank Building.
Wear a white shirt if you can to make it easy - basically she takes your photo on a white background and then uses photoshop to 'erase' you. The results are great and she knows what sizes are required for which passports and which visas.
She also has lots of other products for sale - like poster prints, mugs, etc...
Unfortunately she plays a loud staticy radio all the time...
But anyway, thought this information might help others needing passport photos for a very young baby.

What nationality are you? For US baby passport photos (and for others supposedly) the Photo shop in 2/f? Prince's Bldg is quite good.

Depending on how old your baby is, bring along a bumbo seat to the photo store may be the easiest solution. Another option is to take the photo at home with a digital camera and then having the shop fix the background color in photoshop. The place I went to (on G/F, Percival Street side, Elizabeth House) charged an extra HK$10 for this service, but it was still only HK$50-HK$60 for 12 pictures.
