Marriage in HK and Parental Consent

Hello, I am an expat living in HK and am trying to marry my girlfriend who is Indonesian. The HK government has recently colluded with the Indonesian government to make this more difficult, namely requiring you to get Indonesian documents translated at the consulate rather than sending them through official channels. However, when you get to the consulate you find out that to get documents translated for a marriage you must first get a letter of parental consent from the Indonesian parents (regardless of the fact that she is over 21).


Fortunately her parents are consenting and very helpful, but the officials in Indonesia are not. She needs to get two stamps on the letter, one from her parents' village, and the other from her district. The village are fine, but the district will not provide a stamp unless they have proof that we are getting married. This is obviously a bind, since we cannot get the letter without proof or proof without the letter. I suspect that the district is just being difficult, but don't know what to do about it.


Does anyone have any suggestions? The consulate here are not being particularly helpful.

What about going somewhere else to do the marriage? Like Thailand or something?
