If a commissioner of oaths is acceptable you can do this for free using the government one at The Centre in Central/Sheung Wan.

The Center (http://www.ckh.com.hk/eng/property/completed/office/thecenter.html) is near Central Market, I think it's Jubilee Street. The government's commissioner of oaths is in there but you need to check what time they are in service.

To be honest, I'm not sure. I dropped someone off outside and they went inside and did it. I'm sure if you ask the information counter in the building they'll be able to tell you what time the service is available.
