Who wants to have something like this hanging over their head?
Just for starters, are you (errrrrr, I mean, "your friend") sure that there will never be any thought of returning to work in Hong Kong, or elsewhere in Asia?
Who knows what the consequences of this sort of deliquency might be? In the world of globalisation and internationalisation, especially in the finance and banking sector, you could be affected in ways that cannot be predicted today.
Pay up, Steve. It will probably cost less in the long run, plus you will be able to sleep more soundly at night.

paying your debts is part of growing up ffs...time your friend did...if he doesn't know the ramifications, he shouldn't have a card to begin with...

I agree with the other posters "your friend" should grow up and pay his debts.
From a realistic point of view, as woods says, does he know he is never coming back? Your HK ID number issued to you the first time, is the same one for life and would be reactivated on his return. If he did so, he may well find any credit check would link up via his HKID card number.

In the old days such people were called bums... and that's how I'm going to refer to your friend.
Fair to assume that the bank will write off the debt, because it's not worth their while to chase this bum across the world. However, they are SURE to notify the Hong Kong credit bureaux that this bum defaulted. (something they do irrespective).
The fact is that most credit bureaux are multinationals... Many banks too... Albeit they do not regularly share information across borders.
So there is a real possibility that when the bum next applies for a new load / card someone will connect the dots, and his/her sins will follow him/her home.
