If someone have criminal record in HK, does that person can get visa for China, or work there or stay there or marry there?

It depends on whether what type of Criminal Offence that person committed. If it was a serious crime offence or something which involves "breach of trust" like theft then application of Visa will require you to disclose such offence and will affect your likelihood of grant of visa.
However, if your crime is that of less serious, lets say careless driving or something which involves breach of Public Order then you would only need to disclose your criminal offence for a limited period of time in which later on in the years will not affect your Visa application to other counties.
