Impossible Address Proof for British Passport

Recently moved house. Trying to renew my passport. The requirements are insane:

• Visa or residence permit (or colour photocopy) > Don't have address in HK
• Tax record eg a letter from a tax authority > I opted for e-mails to help environment
• Educational record eg school report > I'm old
• Employment record eg official letter from your employer > They won't issue, annoyingly
• Letter sent to you from a central, regional or local government department > When would this happen?
• Medical/health card > Doesn't have address
• Voter’s card > Can't vote
• Immigration documents > Old address

The passport office have been thoroughly unhelpful. Has anyone been through something simlar and found a solution, or does anyone know how I can get something from the tax office or a government department ASAP?
