Its not surprising that out of 11900 claimants only one was successful.
I came across a few claimants in the last few years (during my work in the building industry) and also met a few police interpreters who provide translation services during the meetings/interrogation during raids.
Most of them are economic migrants trying to risk it all to leave their countries for a better life. Once you get to know them and ask about their lives back home , they open up and say honestly they cameher as its the most easy place to come into as a tourist.
The majority are from Bangladesh, India, Pakistan and African countries. Their average incomes back in home countries are between 500 to 1000 HKD / Month if they have work
The HK system is quite generous as it provides, food rations every few days, medical, accomodation allowance and a small living allowance as well. Totals to about HKD 4000/month in cash and kind.
I met one who has been here for 9 years and during this time his family has been coming to see him here while he moonlights for various construction projects.
Sadly these claimants are ruining the cases of the genuine ones as most are looked at with suspscion now.
If the govt makes sure that none of the claimants can work illegally (many pay up to 15000 hkd to get fake Hk ids cards for work on project sites.) it will act as aa deterrent and only genuine claimants will come here for procesing.
