Yes, illegal. Obviously I would not suggest you break the law or condone such action but as a FYI when I was in the Mid East kits were not available and I knew someone(!) who made alcoholic beer from non alcoholic beer and also made wine from grape juice (had to contain no preservatives) and cider from apple juice (again no preservatives). 5 litre or 18 litre water bottles were used for brewing (he used the 5 litres size until he got the knack) and instead of airlocks balloons with a few pin pricks to allow CO2 to escape were put over the neck of the bottle. Bakers yeast was fine for beer & cider but gave the wine a bread smell. All drink made had to be racked at least once and stored - or should I say should have been... Necessity is the mother of all invention.

I remember in '93, a shop selling home brew products in Central, but they had to pull it from their shelves because it was against the law.

Looks like you can still home brew for home consumption. Which is good news because I have been for the last six months!
I get my kits from freinds in the UK, not ideal.
So back to the original question can you buy kits in HK?

What do people think about setting up a small internet based however supplier? Keep limited stock, but Nguyen help reduce costs. Maybe even a group-buy every few months?
