Yes I heard the same thing when I tried to adopt a baby from Asia (Vietname, Thailand & Cambodia) that all these countries stop proceeding any new applications. Of course, it is your choice but why not try it here in Hong Kong if you are living here. The Social Welfare Department is very helpful and the procedure is simple and easy to understand. It had taken us less than a year to adopt and the cost is so little. If you said in your application that you do not mind any nationalities, you might be lucky and end up getting one who is not originated from Hong Kong. Good luck.
