Highlights are supposed to be OK but single process full head color (where the color is rubbed completely in to your hair and scalp) they say isn't a good idea. The difference is that with highlights no color actually touches your scalp to be absorbed by your body. Obviously a color shouldn't have any lead in it, as they did once upon a time. A bleach wouldn't anyway, I don't think.
I've also read that it may be better to wait until after the first trimester for treatments. But I think there just aren't good studies on this so it's hard to know exactly what's safe.
