For adoptions in HK, they have to go through the Social Welfare Department. There are workshops to attend and do the paperwork for you as well. There's home visits and stuff like that. Your best bet is to get in touch with them and explain your situation and then proposal you had with your neighbour. However, from what I remember, HK may not allow same sex couples to adopt. But do call and check with them.

Yes, you can apply as a single parent. That wouldn't be a prob. I believe that there's private arrangement adoption but it still has to go through SWD.

In HK, the mum can only give up the child after 4 weeks of his birth. Like I say, call SWD up. They have workshops to teach you how to deal with issues and stuff. And it's all very transparent. And if you're really intending to adopt, call now. The workshops fill up fast and there like 2 or 3 months of wait sometimes.
