Adopt Non-Chinese in HK Possible?

We are considering adoption and would like to consider an Eastern European child. Does anyone know of agencies in HK or Asia that work in this area? We have identified a few agencies online that claim to work in Eastern Europe but none have responded to email's sent.

We wanted to adopt from India. The agency in India told us that ISS (Intl Social Services) needs to be contacted for any international adoptions as they will be the ones to conduct home study and send approvals through the appropriate govt. channels on either side.

Thanks for that bit of information. We also are heartbroken about the newborns in North Korea that are suffering malnutrician. Does anyone know if North Korean children are adoption candidates?
