Does anybody have experience with the subject matter and any tips on the avenues available for lodging a compliant?

Depends what the misrepresentation is firstly. The Estate Agents Ordinance covers some things but not others, and of course is on the assumption that the agent you used had the correct licenses.

Well, assuming she has the right licences and all (I need to check)...Amongst other things which I will not go into detail now, she said that the building under construction in front of mine will not be obstructing my view and I stupidly believed her and now the construction of that building is going higher and higher. That will have been a deal breaker as I would likely not have signed the lease or at least not agreed to the rent amount if I had known and now I am stuck with a 2 year lease that I cannot break for at least 13 months? Any advice?

it's standard practice in hong kong...
btw check your contract because usually 2 year contracts are 1+1 optional

Unless you have an email or something saying that the building would not go higher it is going to be hard to prove, as just a case of he said-she said.
As we don't know what the other things are then cannot comment.
