We are also considering a move out of the city for similar reasons plus the opportunity to save money and time on commuting. We looked at The Bellagio at Sham Tseng - nice apartment, great facilities, not ideal in terms of transport but Yes you can have a dog there and there is a great flat stretch along the waterfront where you could walk it. We miss our dog terribly but are not home enough to bring her here and she has a great life with my parents but Bellagio seems as good as anywhere for a dog in HK.
