A rediculously bright LCD panel has just gone up on the top of the Chine Online Centre Building in Wanchai. It consits of a video and flashng text, which is clearly too bright - it actually illumiates all of Happy Valley, onto which it overlooks.
Anyone here know who mangages that building and how Id issue a formal complaint?

Currently, Hong Kong does not have a specific legislation designed to tackle light pollution. You may attempt civil action against the owner of the LCD panel based on nuisance. However, you must prove that the lighting is unduly interfering with the enjoyment of your property. Nevertheless, there are some relevant Ordinances that can be of use if the LCD panel interferes with the surrounding road traffic, expressways, or was a structure erected without the Building Authority’s consent.
If the above fails, you may file a complaint with the Environmental Protection Department regarding the LCD panel, but the Department will most likely be unable to offer much of a solution since little can be done when there is scant law governing such lighting problems.
