Repairs to flat under rent

If you rent a flat and there are some repairs, who will normally be responsible for the repairs?

For example, if the door locks are broken or windows replacing, whose responsibilty is it?

Try to do it amicably if poss... anything you deduct from the rent will just get deducted from your security deposit at the end. So you just postpone the fight if you deduct unilaterally.

From my understanding - anything that is a fixture the landlord is liable - so if your place comes with a cooker, over, A/C, and has windows, walls, hot water system,toilets and showers with running water - the landlord is liable to repair these items - however - some do not agree with this and believe all repairs should come out of the tenants pocket - they are living there and breaking these things after all. But you are paying rent to use these things and have them in good condition - or at least be useable!
