Illegal Construction

Yesterday, we checked out some apartments. We saw two seperate penthouses joint together thru a knocked down wall when I strictly know that is not allowed at our estate. They also removed one staircase and also the owner has done alot of work in his balconies. Now how strict are these property laws in enforcing such rennovations? The owner said he has been receiving letters for a long time (over 10 years) about all this but there is no need to deal with it. However his nonchalant attitude is not too convincing compared to my lay man's knowlege of the law. ie if they want to get u they will!

I'm interested in a reply as well from those with experience in this area. But how do you know it's not allowed to knock down walls to join neighbouring apartments? Unless its a supporting wall, I don't understand how this isn't allowed. As far as balconies, I'm just aware that the regulations frown on structures that extend past the perimeter, and these must be dismantled, but if the balcony has been enclosed (ie to increase the liveable area), can they force owners to take these down are restore the balconies to original condition? This is very common in older properties. In newer properties with balconies, the management forbids you from altering anything that would impact the exterior facade.
