You are looking in the oldest, most expensive parts of town where landlords figure they can rent out properties in any condition because "someone" will be daft enough to pay to do up someone else's property. And I've known a few who have done that and then had the landlord take back the property!
As Mango suggests, look slightly east or west. Transportation in HK is easy and you can find a cleaner place just by seeking outside those old, expensive areas. Reckon you should be able to find something suitable with some bargaining at Scholastic Garden up on Lyttelton Road, Midlevels West. It's a well-looked after property, popular with expats. If your agent can't help you, then find another agent.

If you don't mind the distance from Central, why don't you consider renting a service apartment at the Gold Coast for a few months first. This should solve your immediate concern. At least the environment is very good for your baby. Lots of fresh air and place to push your stroller around.

I also think that the solution is a bit of distance from Central. You may also consider any estates which are close to the MTR. Then travelling time will be minimised. There will be a lot of choices if you are willing to travel to Kowloon. For your information, 900 sq ft flat (good conditon and with club house, playground for kids) in Sceneway Garden and Laguna City, Lam Tin are about $15,000 or less.
