Is it customary to have a formal Letter of Offer to Lease a flat/house here. It seems a bet excessive and the agencies we have worked with insist it must be done this way to negotiate with the Landlord. Are we committed to a lease if the terms are agreed upon?

Letter of offer is not binding. It should state ""Subject to conditions and final approval"etc... the binding document is the actual contract...

Hi SweetSue,
I don't understand why oldhand has advised that you change your agent, as there is nothing wrong with a Letter of Offer. My company uses them.
Most agencies use a Provisional Tenancy Agreement, which is legally binding. We use a Letter of Offer because it is not legally binding - it is marked "Subject to Contract".
One reason for using a Letter of Offer is that, if the two parties cannot agree on the terms of the final Tenancy Agreement, the tenancy does not need to go ahead.
I have used Provisional Tenancy Agreements in the past, and in every case have insisted that my tenant client gets the chance to see the final Tenancy Agreement before signing the Provisional.
A Letter of Offer is not excessive at all, simply a matter of preference. You either use a Letter of Offer, or you sign a Provisional Tenancy Agreement. It all depends on how the agency works, and what you prefer. If you're using an agency that normally does Letters of Offer, and you prefer to sign a Provisional Tenancy Agreement, then just tell them that's what you want to do. But be careful, and make sure you can see the terms of the final Tenancy Agreement before you sign the PTA.
