Shortage of plumbers?!

Two of our toilets are blocked in our flat and so cannot be used.I t has been like this for 3 weeks now and as you can imagine a great inconvienience. We have been given silly excuses like "there are no plumbers available in HK at the moment". We cannot withold rent as my husbands employer pays that but we are really at our wits end now. This has happened before when our toilets leaked and we ended up with a $3000 excess water bill( which they would not reimburse us) Any idea what we can do please?
