If a Commercial Lease was signed before 1 July 2004, is the tenant entitled to the one year extension at the initial rental rate?

The date you're thinking of is 9 July 2004, and the law change only applies to residential property, not commercial. The terms of any commercial rental are determined by what's written in the lease.
