rental contract

My rental contract will expire soon. My landlord has informed me about a rental increase but doesn't want to give me another rental contract, citing that the stamp duty or government rates will be saved. Should I accept this or is this a bad sign?

I wouldn't accept it. If you don't have a tenancy agreement then you have no legal rights at all, and under Hong Kong law you don't have many to start with.
