It's been almost four months and my former landlord has not given me back my one month's rent security deposit. I've been reminding my property agent to follow up with the flat owner (who doesn't speak English) but every time I give him a call he has an excuse and says I'll have it the following day.
I've been patient enough and I can't extend that patience anymore. Any government institution or organizations that can help me with this?
My friend says the same thing happened to her years back and she was not able to get her two months' rent deposit. Obviously I won't let that happen to me. I need your advice, guys.

You either should not have paid the last month's rent or if it was in your tenancy agreement that the deposit shall be refunded in x days' time you should have changed that to 'immediately upon returning the keys' before signing. Unfortunately many landlords here have that habit of delaying repayment of the deposit from a few hours to more. We run a few short term flatshares on hong kong island and we only ask for a week's deposit.
