I have been told that in order to rent our my flat you have to have a 90% mortgage (or less!) is this true?

False
most mortgages however DO contain a clause indicating that if you are not living in the premises you MUST get the bank's consent to rent the premise out...failing which the bank can cancel the mortgage and request re-payment of their loan.
