food liscence

thinking of setting up a food business in HK. wanting to distribute fresh/frozen meat (bought from an importer in HK. If i am getting them to deliver meat to me and then i distribute do i need any special liscnece? and part 2 of my question - if i was to make and sell frozen foods (ie already cooked meals that just need reheating) what licence do i need?

how do i go about getting any licence that i need?
