Notices in English

All the notices in our building is in Chinese. My flat didn't have water for two evenings a week and we couldn't inform the security guards because they don't speak English. I have noticed that most buildings have notices in English too.

I wrote a letter to the management office last week requesting them to put up notices in English too but today, I saw new notices in Chinese only. I had passed the letter to the security guard so I'm not sure whether he passed it to the management office or not but that envelope included a cheque for the management fee and I got the receipt for it but no sign of English notices.

What do I do.....?

I knew someone would say something like that. Anyone else has any "constructive" comments?

Speak to the owners committee if any of them speak English.
