i'll give this a stab though I'm not the expert. If you are a homeowner you can definitely "do it yourself" on SOME repairs and maintenance provided your work does not violate any building codes, the property management by-laws of your estate. For some stuff like electricity and gas, people need to get a license or certificate - so I imagine the gov't doesn't want you doing it. But in the end who would really know? Only implication might be your property insurance might not like you doing your own "uncertified" work. There is now a license for what they call "minor works" like replacing window frames and A/C platforms. Inspectors? If you live in a managed estate, the property management will bother you if they spot something they don't like. Likewise if your neighbours complained about something you might get a visit from some department or the property management. But usually no one bothers.
If you are renting, best to ask the owner if you want to do any work. Hope this helps.
