Please Help...

I have been living in Hong Kong for more than a decade and have purchased my own living shoebox on the fourth floor of a 36th storey residential building. Six months ago, there was a water leakage from the eleventh floor but the leak was not from the flat of the eleventh floor but from the building waste water pipe located on the eleventh floor. At the time of the leak, I was advised by the property management office to submit a claim and they will take care of it, but two months later after I have submitted the claim, I received a letter from the property management insurance adjuster that my claim was denied. For the past two months, I have withheld my payment of my management fee.


My questions are:

1. Is my claim legit? Is the management office liable for the damages caused by the building’s public pipe? If so, if the management office continues to deny my claim, what can I do to get compensation?

2. Is it advisable for me to withhold payment of my management fee?


Any advice and guidance are much appreciated.
