i'm looking at some properties to buy in yuen long/kam tin and this agent has got a government property for me. another agent is saying that it is never good to buy a government property for investment as no one will want to rent or buy it from me later...what's the deal?

I don't think you can buy government property. Some government flats have been put up for auction/tender but otherwise I don't think you can buy it through an agent. I assume what the agent means is that the owners don't have proper title and are illegally using government land. I really wouldn't buy a village house in the NT if I were you.

It can be an HOS flat old enough that the owner can sell without paying rates.

It's okay if it's an HOS flat.

Yes, an HOS flat is different.
